The Role
Responsible for all Engineering and Maintenance functions of Terminals, Depots and other industrial sites in the Northern Region of assets. Demonstrate to Competent Authorities, Regulators and other key stakeholders’ commitment to legal compliance and application of industry best practice against all assets, systems and facilities operated by the company. Act as the Electrically Competent Duty Holder for the organisation under the Electricity at Work Regulations 1989.
To support, when required, engineering activities carried out across the group, ensuring all engineering works are being carried out in respect to current Standards, Regulations, Legislations and methods of good practice. Also, to work with partners and third-party businesses to improve facilities or scope projects being undertaken for the company or its subsidiaries.
Key Responsibilities
Manage a team of Engineering Business Partners and Technicians, including both direct line management and dotted-line reporting as appropriate.
Identify improvements, oversee, design, cost, construct, modify and commission assets and facilities at operational sites to improve operational/safety/engineering processes and efficiencies.
Work with Project Engineers to develop technical engineering scopes of works for capital projects, acting as client and overseeing design, project development, installation and commissioning.
- Be responsible for maintaining operation of all EC&I Control Systems specific to the Terminals, Depots and other industrial sites operated by the company.
- Ensure that all plant and equipment is inspected in line with latest recognised legislation and standards as applicable and notify the Head of Maintenance and other key stakeholders of any non-conformances against legislation or regulations, such as LOLER/PSSR Regulation notifications.
- Responsible for the introduction, development and maintenance of a Computerised Maintenance Management System for all assets owned by the company, including all related procedures and systems.
- Determine the correct intervals for maintenance, inspection and testing of all assets and facilities. Apply Risk Based Assessment (RBI) where appropriate to maximise efficiency of asset life.
Develop effective working relationships with colleagues across the organisation in order to maximise the effectiveness of technical developments to improve engineering & operational performance.
Working as par of the Engineering Maintenance team, interpret and execute the end requirements of legislation directives such as ATEX 95, DSEAR, Pressure Systems Regulations 1989, Highly Flammable Liquids and Liquefied Gas Regulations 1972 and COMAH Regulations and all Environmental Protection driven legislation.

To communicate effectively with all personnel to ensure that all engineering activities allow safe, efficient and effective operation of all aspects of site activities.
To ensure that documented records of engineering and maintenance activities are maintained and kept up to date.
Overall responsibility for all maintenance of plant and equipment at sites under area of responsibility.
To ensure that all work undertaken by company personnel and/or other third parties, is carried out safely to a recognised standard.
- To establish critical and minimum levels of spares for breakdown purposes with special regard to major accident hazards and safety/environmental critical plant/systems.
- As part of the Engineering Maintenance team take responsible for development and review of all engineering and maintenance related policies and procedures, particularly in respect to EC&I functions for the group.
- Responsible for ensuring all safety/environmental critical equipment is recognised, managed and maintained effectively in line with recognised Major Accident Hazard (MAH) / Major Accident to the Environment (MATTE) scenarios and the COMAH Regulations (where applicable).
- Responsible for Engineering aspects of Management of Change in respect to plant modifications, design, new installations, commissioning, decommissioning, procedural changes & operating/engineering set parameters.
- In conjunction with the Operational and HSE team, prepare for and attend all Competent Authority intervention visits with responsibility for all engineering and maintenance related aspects of such interventions and any related actions and recommendations received.
- When required, work with the Head Of Maintenance and other members of the Senior Leadership team on projects such as acquisitions or developments at third party sites.
- Support engineering activities in other aspects of the business such as management of contractors, audits, gap analysis & projects at third party sites.
- Responsible for setting and managing budgets in respect to engineering and maintenance activities at all sites under area of responsibility.
Required Qualifications & Experience
- Educated to degree level or equivalent in an Engineering discipline (Preferably Electrical & Control Instrumentation Engineering).
- Extensive Process Engineering experience.
- Extensive Oil & Gas (Preferably downstream) experience.
- Experience managing maintenance / project engineering budgets
- Educated in Electrical & Electronic Engineering.
- Professional membership of an accredited Management Institute or recognised body.
- Understanding of the high hazard process industry and knowledge of COMAH Regulations preferred.
- Qualified to provide and assess training.
- Understanding of Process Safety.
