Location: Hybrid (home working + visits to offices (mainly Coventry, London,
Start date: from 11 July 2025
Duration: 6 months (with potential extension)
Rate: £450 - £525 a day
IR35 Status: Inside IR35

Project Overview:
This role would be working via a consultancy for a Central Government client working on a transformation programme delivering a data transformation plan and evolving programme delivery processes. The Change Manager will play a key role in shaping and delivering the change work across both areas working with the central programme team and the data team to engage people, implement change in a structured way and in a way that reduces resistance.

Key Responsibilities

Change planning & delivery

Lead the development of change plans across two areas: (a) central transformation workstreams, and (b) the data transformation programme

Work with programme leads to identify impacted processes, teams and roles and help design improved ways of working

Support the delivery of improved governance, planning and engagement around programme processes (e.g. RAID, reporting)

Data transformation change

Own and deliver the change plan for the data transformation project

Work closely with the data lead and team to embed new governance processes, improve how the data team works with the rest of clients teams and support rollout of self-service tools for data users

Develop and run engagement plans for key stakeholder groups and data users

Benefits & impact

Monitor progress and flag risks or blockers to programme and data leadership

Ensure change is aligned with programme governance and integrated into wider delivery plans

Stakeholder engagement

Work across teams to understand concerns and encourage participation in the change

Run workshops, engagement sessions and targeted communications

Build strong relationships across the agency, including with senior leads across the different divisions

Required Experience and Skills

Experience delivering change in UK central government or similar public sector environments

Proven track record of supporting change within transformation or programme delivery contexts

Comfortable working in the grey and is able to shape change strategies and drive delivery at the same time

Confident working with digital, data, PMO, and policy teams alike

Able to communicate clearly and influence senior leaders when needed
