Project Manager

We have an exciting new requirement for 3 PROJECT MANAGERS - Electrical Distribution Systems/Control Systems - with the option to be based in either Whitehaven in West Cumbria or Risley in Cheshire. Candidates may be required to travel to Sellafield site and a minimum of 3 days will be required in the office.

About the project:
The historic Sellafield Site Electrical Distribution Systems (EDS) are in a degraded and unsustainable state of repair, and no longer fit for purpose. Therefore, consideration must be given to replace or upgrade the systems to provide a safe, reliable and maintainable system to comply with statutory instruments (Electricity at work act 1989) and the latest British and Sellafield Ltd standards.
There are few replacement spares available to maintain on a short term basis only. It is imperative to maintain the electric power to buildings in a quiescent state and buildings to fulfil POCO enhanced load requirements. Degradation of installed systems will challenge the present building safety cases and present functional requirements.
A significant number of plants are approaching a time where their original systems, or in some cases their refurbished or replaced systems are either approaching or have exceeded their design life. This means that the systems are not performing as per the original intent or they are contributing to the degradation of facilities as parts fail and preventative maintenance becomes uneconomical. As a result a number of systems have been Identified through the asset care management system as needing significant work.

A categorised approach to Electrical Distribution project delivery is aimed at addressing these shortfalls and provides in the long term:
Standardisation of Design used throughout site.
Standardisation of Products used throughout site.
Obsolescence Management.
Standardisation of maintenance and testing arrangements.
The Electrical Category deals with those projects that Enterprise Plant Engineering cannot maintain or cannot repair without intervention from a project team.

There are 1,600+ Control and related systems across Sellafield Site identified on the Sellafield Programmable Electronic Systems Register (SPESR). These Control Systems have been supplied by multiple manufacturers on multiple hardware platforms over the last 30+ years. Some of these systems are now failing, and most are becoming increasingly difficult to maintain as they are dependent on a finite quantity of second-hand spares and knowledge retained by a decreasing pool of engineers.
Historically, control system upgrades and replacements have been specified and procured on a system by system basis, which has led to delivery inefficiencies as individual project teams were disbanded and formed, tasks and projects were specified in isolation and sanctioned individually. In addition, learning from experience has not been fully utilised. Categorised Projects delivery has been established in Site Management Project Office to standardise delivery and solutions, and to translate these inefficiencies into opportunities by:
Using a Categorised Project management team dedicated to the delivery of control system related tasks and projects using a standard delivery model.
Utilising a standardised approach to project initiation to ensure scope is defined and underpinned consistently and robustly.
Removing non value adding activities such as multiple cycling through the sanctioning committees.
Retaining LFE within the project delivery team by feeding it back into the standard delivery model.

The existing Supply of Control System Contract has reached its limit against the committed scope and the Categorised Project team are working with the Commercial team to develop its replacement. It is anticipated that the new Supply of Control Systems Contract will be in place FY25/26 and will differ from the existing framework with the inclusion of installation scope.

Role description:
The Project Manager sets the project execution strategies and uses a cross-functional project team to deliver the project safely in line with company policy achieving established goals and objectives within the agreed baseline.

Responsibilities:
Delivering fit for purpose work in a safe manner to meet or better the project baseline cost, schedule and quality requirements.
Oversight and co-ordination of all work scope delivery.
Controlling scope and cost to the agreed project baseline.
Developing and executing effective execution strategies and plans in line with the overall project strategies and plans.
Providing accurate and timely reporting on project status, activities and performance.
Identifying risks and implementing effective risk mitigation strategies.
Implementing and maintaining effective integrated project execution strategies and plans.
Implementing and maintaining effective communication to the project team and stakeholders.
Maintaining effective communications and executing the project execution strategies and plans within their project work scope.
Production of key project documentation e.g. Work Specification Forms.

Previous Project Management experience is essential.
