Job Description
Responsible to the NGMS Lead Plant & Equipment Engineer for the management & organisation of the site manufacturing plant and equipment investment for the NGMS Project requirements, including the development, maintenance and delivery of legally compliant business cases pertaining to site plant and equipment.
Including but not limited to the preparation and control/issue of technical requirements specifications, scopes of work, evaluation of tender returns and contract placements for outsourced works.
Generation and evaluation of work packet related Risk Assessments, Method Statements, Permits to Work, Contractor Competency Assessment and Work Control, Competency skill matrix maintenance and personnel development, COSHH Hazard & Risk Assessments.
The Maintenance, improvement and replacement of site plant and equipment through the engagement of in-house teams and third party contractors, inclusive of investment case preparations, justifications, contract placement, execution action planning and physical works execution.
The role has direct impact on the success of the site: -
- Manufacturing operations and schedule adherence.
- Ensuring operational capability.
- Long term reliability of supporting plant and equipment for the site.
- Compliance to national and international standards and legislation.
Essential:
Minimum HNC / HND in Mechanical/Manufacturing Engineering or equivalent.
Good background in process engineering and process optimisation with knowledge of Lean and Six Sigma tools and techniques.
A good understanding of project/risk management and the ability to use associated tools and techniques.
Significant experience in carrying out Risk Assessments of manufacturing processes and equipment.
Proven track record of leading and/or managing process development projects.
Desirable:
Membership of Professional Engineering Institution.
Experience a demonstrable knowledge in manufacturing in a high hazard environment.
Experience of high hazard environments familiar with HAZOP (Hazard And Operability Study), COMAH, DSEAR (Dangerous Substances and Explosive Atmospheres Regulations), PUWER, SIL (Safety Integrity Levels), MSER and other regulations and standards.
IOSH Managing Safety / NEBOSH Certificate.
Experience of Contactor Management.
Familiarity with the Life Cycle Management (LCM) process
Responsibilities
Responsible for the development of manufacturing processes from concept through to commissioning and qualification.
Specifying and procuring equipment to support key manufacturing processes.
Work within the allocated budgets for plant and equipment in an efficient and cost effective manner.
Promoting Safety, Health and Environmental (SHE) requirements within the Infrastructure department in accordance with Site SHE Policy.
Ensuring that safety and quality are designed into and cost is designed out of processes.
Application of effective Engineering Governance throughout the project lifecycle.
Working with capability leads to establish an appropriate team with the required resources and skillsets to deliver projects.
Identifying product cost, safety and performance improvements for input into process development strategies working with technology leads to identify appropriately mature technologies to support process development.
To ensure plant and equipment comply with all applicable statutory duties with reference to Operation, Maintenance, Examination and Testing, ensuring all works undertaken comply with all applicable company mandated policies and procedures and are executed to prescribed Safe Systems of Work.
To assist in the Project Management with/for various departments in any modification to and/or new installations of plant and equipment across the site.
To provide engineering resource to identify and resolve engineering & operational problems affecting the performance & profitability of the Business and actively participate and lead any Continuous Improvement activities as necessary.
To Ensure correct selection, supervision and control of any labour (Contract or otherwise) and any resources within their area of control to ensure the site meets set BMS policies and legal standards. Verify these parties work, Job Method Statements and Risk Assessments are suitable and sufficient and are within the site policies and controls and audit them to ensure compliance during the task or project.
