Site EHS Advisors are responsible for providing primarily operational EHS support to the Site Manager and site organization.
To issue instructions to stop work immediately in the event of identifying any unsafe acts, conditions or procedural failings which jeopardize the safety of those affected by project activities. Technical Competence • Detailed knowledge of Health, Safety and Environmental legislation pertaining to large construction projects. • Experience in implementing EHS arrangements for Principal Contractor on CDM projects. Competence Requirements Mandatory • Diploma or equivalent in Health & Safety Management. • Diploma or equivalent in Environmental Management. • CDM Awareness. • BESC (onshore only) • National Grid Person (onshore only) • CCNSG Passport. • Accident investigation. • Fire safety. • BOSIET. (offshore only). • Ladder training (offshore only). • IOSH Chartered Member Desirable • Lead Auditor ISO45001/ISO14001 • HSG47. • Safety coaching/behavioural safety • First Aid at Work (3 day including use of defibrillator) Optional • SF6 Gas awareness. Designs and/or coordinates the implementation of internal EHS guidelines and processes within assigned organization. * Develops, proposes and implements EHS processes and/or methods. * Plans and accomplishes roll out of EHS programs or projects, and monitors respective milestone in related organization. * Analyses and monitors adherence to EHS standards in assigned organizations, and prepares regular EHS reporting. * Analyzes and reports on changes in relevant EHS laws and regulations, and recommend changes for internal standards. * Contributes to internal and external EHS audits, in support of accountable EHS officer. * Prepares regular external EHS reporting for official authorities, or for internal stakeholder. * Maintains operational contact to external authorities. * Trains employees and management. * Keeps abreast with all respective regulations and standards in regional or local law.
Key Responsibilities & Duties: Include the Position Description from GRIP catalogue and supplement with additional responsibilities specific to the role Formally and publicly accept the role to provide visible, strong and active EHS leadership within the project, acting as a champion for zero harm, environment, sustainable future and wellbeing. Additionally, in regard to the project execution phases they will: a) Dispatch phase: Verify hazardous substances/chemicals are stored in appropriate locations and that chemical assessments are held at the point of storage. b) Construction/installation, Commissioning phases: Site Inspection – support site management by ensuring all required notices are prominently posted. Initiate fire risk assessment of site premises and ensure outstanding or ad-hoc EHS equipment identified as not present is obtained Site Mobilisation - ensure Construction Phase Plan, TMP, ERP and RAMS/Permits are available at site locations and that EHS project folders and files are set up for use during project. Establish project EHS Safety Representatives and ensure minutes are published on notice boards and uploaded to project files. Safe Systems of Work (SSoW) - support site management to ensure all project resources have read and signed to verify their understanding of project documentation for SSoW. Identify non-routine tasks not covered by generic documentation, and provide technical EHS comments to task based risk assessments and method statements provided by contractors and sub-contractors. EHS Site Registrations/inductions - ensure induction process is followed for handling of all personnel working on the project, as well as any client requirements. Ensure all site inductions are performed before personnel commence work at site. Control, issue and track visitor/spare loaned PPE on site and maintain EHS folders on project files. Competencies – Ensure all persons arriving at site have valid certification, deliver the site induction to new persons on the project and record inductions in the project files. Deliver project specific EHS training/toolbox talks in terms of local legislative requirements and mitigation of significant risks. Site Rules - set-up and operate project initiatives and programs as per the Construction Phase Plan or any EHS improvement plan. Monitor compliance to site rules, escalate to site management where non-conformance is identified. Job Description Version: May 2023 Communications - implement safety communications to all applicable personnel on site, organise monthly Safety Representative forums and rollout general Safety Campaigns. EHS Management of Subcontractors - monitor and assess the subcontractor work against accepted RAMS, and report non-compliance to the Site Manager, EHS Head / EHSMiP Monitoring and Assessment - undertake routine and non routine checks and inspections to monitor the work operations from EHS perspective during the site mobilisation, construction, installation and commissioning aspects of the project. Ensure outputs from inspections are recorded in the project files. Report any identified unsafe acts or conditions to the site management team and log in reporting tools. Safety Observations and Incident Management - receive and review Safety Observation, verbal observations and other events. Enter safety observations and actions taken into the relevant reporting tools. Investigations - gather information for accidents, complete initial incident risk assessment within reporting tools and, with agreement with Site Management, escalate significant incidents to the PM, EHS Head / EHSMiP and site management team. Undertake root cause investigations where required. Complete various workflows in reporting tools to the required timescales. Feedback to workforce the outcomes of remedial protective and preventative actions taken. Emergency Response Arrangements - display emergency response plan details in site offices & welfare facilities, and ensure relevant contacts are communicated during the induction. Facilitate local emergency response drills for Siemens Energy activities and with Siemens Energy Subcontractor. Monitor provision of emergency response equipment on site. Reporting - develop and issue weekly EHS Site Report and immediately notify EHS incidents to the PM, SM and Client in accordance with project specific arrangements and timescales. EHS documentation records - compile and archive all relevant EHS documentation generated from the site activities in the site mobilisation, construction, installation and commissioning aspects of the project. c) Project closure: Finalise archiving of project related documents, and ensure the closure of all project related Incident Management System workflow.
