Job Description:

Provide impactful strategic and policy input by developing and maintaining close links with partners and stakeholders to assist with the delivery of the Strategic Transport Plan. Specifically, you will lead the development of a Delivery Plan covering Reliability and Resilience.

Reliability/punctuality of train services in the North of England has deteriorated sharply in recent years to the point where it is markedly worse than in the rest of the country, and it has become the most pressing problem on the rail network in the North in order to restore passengers confidence.. Some of the problems are the responsibility of train operating companies (TOCs) and addressing those is already overseen by the Rail North Partnership with strong input from TfN. Other parts of the problem arise from inadequacies with the infrastructure and are currently much less well addressed. This post will work with the rail industry, both network rail and the TOCs, to identify what interventions could help improve the reliability of train services. That work will be expected to draw to the maximum extent possible on work that already is or could be undertaken by Network Rail and the TOCs.

The output of the role will be a focused Delivery Plan with broad industry support and buy-in together with an outline implementation programme.

What we're looking for:

The successful candidate will have considerable experience of working in transport strategy and policy with a specialist in a rail associated discipline, and possess demonstrable experience in analysing information and evidence, whilst leading the development of transport policies and supporting business case development.

A natural self-starter, with strong planning & organising discipline, and an aptitude for building robust and productive relationships with people at all levels both internally and with external partners.

As a good communicator, developed resilience and focus with the ability to persuade, influence and adapt your communication style to different situations and your audience.

You will be tenacious with an ability to make difficult decisions and recommendations that influences others to achieve required policy outcomes and ensure robust strategy/business case development meets expectations.

Financially astute, and experience of managing budgets where appropriate, whilst accurate undertaking monthly project and programme reporting activity.
