Our client are responsible for managing and executing key national projects relating to motorways and major A roads. As part of an internal change programme, they are looking to appoint a Regional Programme Risk Manager, who will play a key role in influencing risk management awareness internally and with project management teams.

Job Description

This role will working on the regional investment programme as one of the Regional PMO Risk Managers and work with a variety of internal and external stakeholders to embed risk management and help people and programme succeed.

The Role:
* Support the Head of Risk and the Director of Programme Management Office (PMO) in delivering excellence in Risk Management, driving measurable improvements in Risk Management performance by:
* Embedding the Programme's Risk Management strategy and associated management processes, tools and documentation into the Region (across all projects and disciplines)
* Ensuring the robust management of risks, issues and opportunities at a Regional level.
* Working at regional level and across multiple projects and teams to capture, manage, escalate programme level risks and share lessons learned
* Supporting others to collate and analyse risk information to inform decisions at regional and programme level
Day to Day:
* Embed corporate and Programme-specific risk management systems, tools and management processes into the Region to enable improvement in risk management, analysis and reporting providing authoritative advice, guidance and training to key Stakeholders from Highways England and the supply chain in risk management and in the use of the risk system.
* Embed regular, consistent, project risk reporting into the Region, integrating the individual project risk profiles and reports into a regional wide analysis, and identifying common themes, root causes and mitigations to support senior management decision making.
* Actively oversee regional level risk management, facilitating risk reviews, workshops and to support the success of the regional delivery objectives and business objectives ensuring a accurate and timely risk reporting and escalation
* Contribute to the identification and evaluation of emerging risks, issues, dependencies and constraints associated with the project, and the development and implementation of solutions to overcome these.
* Play an active role in the continual improvement and sharing of lessons learned in relation to risk management and specific risks across the programme working as part of the PMO.
* Actively manage the review, release, and retirement and escalation of risks and opportunities for the Region in a manner consistent with best practice, to ensure robust management of risks and opportunities.
* Work with regional Business Improvement teams to drive change through a culture of continuous improvement, effectively embed changes, realising and quantifying benefits and efficiencies, sharing best practice and ensuring consistency across all regions.
* Support the Major Projects change programme by contributing to the ongoing development and implementation of risk maturity programmes
About you:
* Proven experience of working in a complex programme and project environment
* Proven experience of capturing, analysing and reporting risk management data at a programme or portfolio level
* Proven experience of training and / or coaching others to develop and put into practice risk management knowledge and skills and embedding an active risk management culture
* A proven track record of managing relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes.
* Thorough understanding of risk and opportunity management best practices
* Skilled in quantitative and qualitative cost and time risk analysis (QRSA & QCRA)
* Skilled and experienced in Project and Programme Management methodology and techniques (APM, PRINCE2, MSP)
* High resilience, to deal constructively conflicting priorities and setbacks.
* Team player who supports colleagues and is motivated by ensuring success of the team.
