My client is a large Engineering Consultancy that are undertaking a new commissioned project based in Manchester for a market leading telecoms and internet service provider.

They are actively looking for a Quantity Surveyor to manage and administer the Build Phase Contract and Commercial performance of their project.

Duties are to include:

Commercial Management

  • Monitor cost performance and work with Build Partners to improve performance if necessary
  • Proactively manage cost performance of Build Partners on an ongoing basis, reporting BPs costs into Governance arrangements to the required frequency
  • Review scheme costs to confirm adherence to approved schedule of rates for GMCA contract
  • Carry out commercial audits
  • Complete audit of outturn position prior to final account

Build Partner Contract Management

  • Draft, issue and execute works order contracts for Build Partners on the back of established framework contract
  • Review, challenge and approve applications for payment
  • Manage and administer the CE process and escalate any that fall beyond delegated levels of authority

Commercial Reporting and Process

  • Create any cost or commercial data repository that might be required and ensure these are correctly organised and administered
  • Support Delivery Managers with relevant commercial information, on a as/when required basis

Management

  • Identify, resolve and/or escalate as required commercial issues to support proactive management of build costs - offering innovative and practical solutions and driving their implementation
  • Proactive identification, assessment and management of financial and commercial risks. Monitors and drives the implementation of resulting actions

Candidate specification:

  • Demonstrate depth of knowledge in NEC4 contracts and processes
  • Knowledge and or experience of CEMAR (contract administration software) is preferred
  • Degree qualified in a financial related discipline or demonstrable experience
  • Holds or working towards one of the following - CIMA, ACCA, ACA
  • Proven experience in a commercial management role within a similar industry
  • Understanding of key commercial, regulatory and economic drivers
  • Track record of collaborating with business leaders in a complex business environment
  • Strong financial/commercial acumen
  • Evidence of ability to influence, negotiate, and resolve conflicts
  • Able to analyse and interpret financial data, and when data is incomplete, use judgement
  • Strong stakeholder management skills
  • Commercial audit skills
  • Valid, clean UK driving licence
