Our client a leading Renewable Energy company are seeking a Protection, Control and Metering Engineer for an on-going contract role based in London.
The Protection, Control and Metering (PCM) Engineer shall provide the scope of works defined below, ensuring that the Protection, Control and Metering scope is designed and delivered in accordance with the Employer's requirements, Grid Code and Network Connection Agreements requirements, other TSO requirements, the Company standards, industry relevant standards and best engineering practices.
The Protection, Control and Metering scope includes, but it is not limited to, the Protection systems, the Substation Control Systems, the Platform Auxiliary Control Systems, the WTG switchgear control and protection and the Metering systems, for an offshore wind farm, covering the offshore substation, array cables, WTG switchgear and HV connection to the TSO.
SCOPE OF WORKS
Ensure that the Protection, Control and Metering systems provided by contractors (including Substation Control System, Protection System, Platform Auxiliary Control system and Metering systems) are designed and delivered in accordance with the Employer's requirements, the Grid Code and Network Connection Agreements requirements, other TSO requirements, the Company standards, industry relevant standards and best engineering practices. Review and acceptance of technical deliverables, including but not limited to:
o Protection Single Line Diagram
o Protection basic design
o Trip Matrix
o Tripping philosophy
o Protection detailed design
o Protection Coordination Study, including review of protection settings and configurations files
o SCS Functional Description
o Control Architecture
o Communications Architecture
o Protection and Control Equipment List
o Signal list (including hardwired and communicated with third party systems)
o Panel drawings (layout drawings, circuit diagrams, wiring diagrams,...)
o Logic diagrams, including interlocks and tripping logics
o HMI Representation
o SCADA database
o Testing Procedures and certificates
o Interfaces with other systems, including protection system interface with TSO, signal exchange with TSO, interface for control and protection of WTG switchgear
o CT/VT specifications and calculation reports
o Wiring diagram for interconnection
Ensure that the designs developed by the different Contractors involved on Protection, Control and Metering items are consistent, technically safe and coordinated with the rest of the windfarm design.
Support and provide expertise to relevant project areas (Electrical, WTG, cables, commissioning, grid connection, O&M) to ensure key packages and contracts technical compliance to minimise costs/risks on Protection, Control and Metering items.
Provide professional advice on engineering technical detail and risk levels, to ensure that cost effective technical solutions are identified, fully evaluated and the risk profile is fully understood by the project. Advise Lead Engineer, Package Lead or Discipline Manager on the impact of technical/specialist risks and issues, and the viability of solutions recommended.
Justification of technical decisions on basic and detailed design where needed. Ensure that all assessment, recommendations and decisions are fully documented in accordance with all internal procedures and industry best practice, and that sufficient technical and commercial due diligence (whether internal or external) is in place.
Balance technical detail with commercial needs and provide recommendations, taking into account all relevant risks.
Ensure that the Protection, Control and Metering system passes adequate testing before the delivery of the system to site, including review of test protocols, carry out periodic inspections before FAT and attendance to FAT (at other contractor's facilities) to ensure compliance with Employer's requirements, including but not limited to:
o Periodic inspections during Protection Control and Metering systems manufacturing period, before FAT, to check adequate progress is being achieved.
o Interoperability test for communications between control systems.
o FAT of the Protection Control and Metering systems system to ensure the systems are fit for purpose as per the applicable testing procedures. As a result of the inspections, FAT or interoperability tests, deviations in the design shall be pointed out in the punch list.
Proven experience (7 years) in engineering specification and design of Protection, Control and Metering systems for Wind Farm industry, including control philosophy, technical specifications, I/O lists, control architecture, communication network, control logics, interlocks, electrical protection design criteria, protection philosophy, protection SLD, metering design criteria, metering SLD, etc.
Proven experience in leading of the Protection, Control and Metering contracts, including technical management, programme, cost and risk control management.
Comprehensive knowledge of electrical substations including protection and control drawings.
Educated to degree level in Electrical engineering discipline.
Flexible to travel around the UK and overseas.
