Our client a leading Oil & Gas Operator are seeking a Decommissioning Senior Project Engineer for a contract role until at least the end of this year, and in likelihood will be extended further,

Position Overview

The Senior Project Engineer is responsible for managing decommissioning projects to support the overall Decommissioning Program (DP). Our client are considering the options available to contract both the well abandonment and the facilities removals scope for the assets together. A design competition for the integrated decommissioning of the platform will be launched and progressed over the next 12-18months. In the event that the design competition does not yield the expected results then the workscopes will be tendered separately. In executing these projects, it is essential they are executed safety and with consideration to the technical, schedule, budget, regulatory requirements, quality assurance, and governance requirements. Projects are executed as per the Project Delivery System (PDS). The Decommissioning Project Engineer will be supervised and directed by Decommissioning Manager. The role will require the management and coordination of interfaces with external and internal stakeholders. This will require a close working relationship with personnel and groups out with the VP Decommissioning and Investment Management including Wells, subsurface, and Operations.

Accountabilities

The Senior Project Engineer shall support the Projects Lead to ensure that the projects are planned, and executed to meet the safety, environmental and decommissioning obligations of the business, and effectively manage interfaces with other business stakeholders and contractor teams supporting the work-scopes

Key Duties

Project Management

  • Support the commercial tender process for the fully integrated Decommissioning Project
  • Support the development of key project controls including Project Execution Plan (PEP), Project Schedule, Assurance Plan, HSE Management Plan, and Budget
  • Manage and monitor project including Cost, Schedule, Risk and Opportunity, Stakeholder Engagement, Permits Licenses and Consents (PLANC), Procurement / Subcontracts, and Interfaces
  • Project communication and reporting including coordinating meetings, developing project reports and the update of intranet sites

HSE

  • Monitor HSE Management plan to ensure all work is executed in line with this plan
  • Ensure that HSE statistics are collated and reported
  • Monitor the close-out of HSE actions on the project including Synergy actions

Budget / Cost

  • Development of cost estimate and budgets
  • Preparation of Authorisation for Expenditure (AFE) and Financial Memorandum (FM)
  • Monitor cost expenditure and provide cost forecasts
  • Manage project changes (MoC Process) to identify change, obtain approval and subsequently implement change

Schedule

  • Lead / participate in the development of the Project Plans ensuring that they are resources, logic linked and baselined
  • Monitor progress on a weekly basis ensure that
  • Ensure corrective action is taken for slippage / deviations

Risk and Opportunity

  • Ensure the Opportunity and Risk register is developed
  • Ensure risk and opportunities and proactively managed and mitigated
  • Coordination and review of lessons learned to implement where appropriate onto project

Procurement / Subcontract Management

  • Development of Scope for outsourced workscopes;
  • Participate in the tender process including evaluation and recommendation
  • Manage / monitor the outsource scope through execution of the work

Interfaces

  • Management / coordination between external stakeholders (regulators, government authorities), internal stakeholders (Wells, Subsurface, Subsea, Operations), and Suppliers / Subcontractors
  • Ensure actions are being systematically tracked and closed in a timely manner

Governance / Assurance

  • Development of the Assurance governance plan based on PDS and tailored to the specific project requirements;
  • Coordination of Assurance Reviews including preparation of pre-read, lead / participate in review, and close-out of actions

Education Attainment & Accreditation

  • Engineering qualification (degree or equivalent)
  • Work experience of Major Projects in the Oil & Gas industry

Professional Skills & Experience

  • Project Management experience on a range of projects:
    • Facilities, Subsea, Wells;
    • Select, Define, Execute stages;
  • Good commercial awareness and experience of the tender evaluation and clarification process
  • Strong safety awareness
  • Experience in the use of project controls to manage a projects including Cost, Schedule, Risk, and Change Management
  • Decommissioning experience in Oil and Gas, Nuclear or other industries
  • Knowledge of the UK regulatory regime for Oil and Gas Decommissioning
  • Knowledge of the Safety Case regulations and application to Decommissioning
