Project Control Specialist, Contract, Bridgwater

Role Overview:

Working under the direction of the Site Delivery Partner Programme Director, as a senior leader you will lead the strategic development and implementation of project controls through implementing continuous improvement in collaboration with all project partners and stakeholders.

As a subject matter expert, you will have extensive experience in providing transparent project controls on mega projects and programmes. Working within a high performing Integrated Delivery team, you will be accountable for liaising with key stakeholders to increase control and insight into the project, through business practice, processes and systems improvements.

Principal Accountabilities


Act as the main interface between Project Controls for Site Delivery and senior management and stakeholders, to help deliver Project goals in keeping with the HPC principles of Trust, Transparency and Teamwork;

  • Support the Programme Manager through the introduction and implementation of Project Controls processes, procedures and systems;
  • Assist in leading, coaching and supporting all Project Controls staff within the Programme

Core Processes:

  • Act as the focal point for the definition of progress and performance of the Programme, including control of work against schedule and budget;
  • Accountable for direction, co-ordination and integration of Project Controls activities across the Programme, including cost, schedule and ROTC management;
  • Accountable for timely and focussed reporting of progress and performance of the Programme to key stakeholders, including commentary on key drivers and performance indicators, to a defined reporting cycle;
  • Accountable for the accuracy of the baseline Integrated Work Schedule (IWS);
  • Scheduling: Accountable for the analysis, review and acceptance of contractor schedules;
  • Cost: Accountable for the accurate maintenance all cost data for the Programme within the financial control system (EcoSys), including monthly Actual Cost of Work Performed (ACWP) calculations;
  • Cost: Accountable for the production and maintenance of accurate cost and cash forecasts in alignment with the Cost Breakdown Structure (CBS);
  • Cost: Accountable for the accurate assessment of the Estimate At Completion (EAC) of the Programme;
  • Lead and ensure the identification and assessment of all risks, opportunities, trends and changes within the Programme, including associated schedule and cost impact;
  • Accountable for the accurate representation of approved changes within the Programme budgets and schedules;


  • This role will involve leading an integrated multi-disciplinary delivery team for one of the six Programmes (Civils, Nuclear Island, Conventional Island, Equipment, Commissioning, or Mechanical, Electrical & HVAC) or a subdivision thereof

Knowledge and Skills


Proven experience in the following:

People manager with team leader capability;Excellent written and verbal communication and influencing skills, at all working and management levels;

  • Demonstrated ability to understand, interpret, analyse and present complex data from each Discipline;
  • In-depth knowledge of processes for Programme and Project management in a major infrastructure environment;
  • In-depth knowledge and understanding of the other Disciplines of Project Controls, including management techniques;
  • Skill in presenting complex information to senior executives and shareholders;
  • Technical and practical comprehension of engineering, procurement, manufacture and construction methods and techniques in a UK context;
  • Knowledge of current construction industry best practices and technical developments;
  • Understanding of various contract types, in particular the NEC suite and FIDIC;
  • Detailed understanding of Earned Value analysis;
  • Detailed understanding of cost and schedule risk analysis techniques;

Technical Competencies

The job-holder will be expected to have a working level of knowledge of, and to use, the following (or similar equivalent) software tools:

  • EcoSys (Cost, Changes, Earned Value Management);
  • ARM (Risks, Opportunities, Trends);
  • Primavera P6 (Scheduling);
  • @risk (QCRA);
  • Safran (QSRA);
  • Microsoft Office software (Excel, Word, PowerPoint);
  • Teamcenter (Document Control)


Minimum of a degree in Engineering, Construction, Quantity Surveying or other related field;

  • Professionally qualified with chartered or equivalent status;
  • Substantial proven relevant experience in a Project Controls environment in a Lead role within a Cost or Scheduling team on a major construction project;
  • Experience of all Disciplines of Project Controls;
  • Experience of working in a large integrated team over the full lifecycle of a project;
  • Extensive experience in ensuring high levels of safety, security and environmental responsibility in a regulated environment
