Joining a Procurement team in either our clients Birmingham or Guildford office you will manage procurement activities for the replacement of the existing Dart Charge scheme, England's first ever free-flow road user charging scheme on the Strategic Road Network and a major artery to economic growth. The replacement of the existing contract will provide a scalable solution that offers flexibility to be used by other road user charging and enforcement schemes including the Lower Thames Crossing; the largest road upgrade project since the building of the M25, estimated at £6bn.

You will provide professional procurement support and advice to project teams on all procurement activities including specifications and documentation. You will work collaboratively with key internal and external stakeholders to ensure that procurement processes, workflow and delivery are delivered to meet targets and quality standards, and that opportunities for improving performance are identified and actioned to ensure continuous improvement. You will be flexible, travelling between our Birmingham, Guildford and London offices when necessary.

This role is a fixed term contract for 21 months; as well as exposure to one of the pivotal projects our client is delivering, they are committed to investing in their employees and also offer the opportunity for professional development. Understanding fully the business need and provide specialist advice and guidance for stakeholders on Company procurement policy and procedures - to ensure that procurement drives innovation and best practice and is compliant with government frameworks and UK legislation/EU directives.

Assisting with the management of the establishment, monitoring and delivery of work programmes to deliver contracts and procurement activities using varied resources, adhering to governance requirements whilst minimising risk and vulnerabilities.

Contributing to encouraging improvements in contractual and procurement knowledge and practice across the Company in line with public sector procurement frameworks - sharing knowledge and skills with others to disseminate best practice.

Contributing to the management and maintenance of effective supply chain relationships with key suppliers and supply bodies at regional levels.

Leading the identification, evaluation and selection of suppliers to support business requirements through developing tender documentation, chairing consensus meetings and producing Tender Evaluation Reports.

Skills and Experience

You will have a proven track-record in managing major IT procurement exercises (inviting/selecting tenders, managing contracts) and/or contract development work (with knowledge of some contract types and forms and their application to business need) and / or supplier selection.

You should hold or be willing to work towards the Chartered Institute of Procurement and Supply (CIPS) Diploma (or equivalent).

You will have demonstrable project management skills.

You will have very strong stakeholder management skills to encourage collaborative team working as well as providing excellent customer service to all stakeholders.

You will have excellent analytical skills to use evidence to assess the costs, benefits and risks of wide range of delivery options.

Experience of Competitive Dialogue or Negotiated Procedure would be advantageous.
