Our client is an integrated facilities management services who provide the solutions, support, and facilities management services and they are currently looking for an Operation Procurement Manager to be based in Eastleigh but to cover the South.


Job Purpose:

  • To provide effective leadership and management of operational procurement teams. Deliver a culture of exceptional procurement services through proactive engagement with Contract Teams
  • Procurement Stakeholders and Suppliers. Provide direction to Operational Buyers through guidance and support.
  • Co-ordinate all activities with the Business Development Supply Chain Manager and the Commodity and Operational Manager and Process and Systems Manager
  • Deliver, manage and report on financial targets set by procurement director

Duties / Responsibilities:

  • Proactively manage and build appropriate operational relationships between key approved suppliers and operational teams
  • Lead an operational Procurement team which is accountable for delivering tactical procurement strategies
  • Lead and manage the Operational Buyers to ensure the provision of high quality procurement services support to the organisation's activities for tactical and strategic Procurement
  • Develop and promote contract management strategies to support the creation and monitoring of contracts performance throughout the business.
  • Identify new systems and tools to support contract management, Investigate ways to continuously improve the systems and tools that support these initiatives working with the Procurement Systems and Process Manager
  • Lead and support the Operational Buyers to implement roles and responsibilities into the business for Procurement paperwork including completion of FSSA / FOE/FOT documentation and new supplier requirements
  • Act as a support to the Operational Buyers for issue escalation purposes and mediation between the Customer and Operational Buyer for major issues within the supply chain
  • Collaborate with the Contract Managers/Directors and their teams with the Operational Buyers to understand contract requirements/ budgets /forecasts, knowledge share and lessons learned to incorporate into future contracts
  • Provide direction and leadership to the Operational Buyers as they document and monitor their daily Procurement activities
  • Involvement in special projects as required by the Contract Teams, Procurement Director, Commodity Manager, Business Development Supply Chain Manager, and Procurement Systems and Process Manager
  • Create a working environment that empowers Operational Buyers to take ownership of their work, encourage innovative thinking, teamwork and a flexible and enthusiastic work culture
  • Promote and drive a strong safety culture into the supply chain by ensuring that work is carried out in compliance with the organisation's HSEQ management system and culture
  • Promote within the Operational Buyer Team a strong commitment to quality, ethics, culture, implementing standards of excellence and driving continuous improvement business focus
  • Develop and maintain strong effective working relationships with key stakeholders observing necessary diligence in procurement activities across the business
  • Regularly present and promote the services of the Supply Chain and Operational Buyers to key internal stakeholders
  • Provide procurement reporting as required to the Heads of function and Procurement Director to shape future outcomes
  • Develop and implement the range of tactical objectives for the Operational Buyers on an annual basis, working with the Procurement Director, Commodity Manager, Business Development Supply Chain Manager and Procurement Systems and Process Manager ensuring value for money, risk management, reliability of supply
  • Participation in the Business Unit Management monthly meetings as require
  • Deliver, manage and report on financial figures/targets set

Person Specification:

  • Able to present compelling business cases for change
  • Proven ability to optimise business opportunities
  • In depth understanding of Supply chain methodology
  • Manages business relationships with excellent inter-persona skills with a strong commitment to provide high levels of service to internal customers
  • Commercial awareness
  • Expert negotiation skills
  • Good IT skills including Word and Excel
  • Strong projects, mechanical and electrical experience/back ground
  • MCIPS preferred - relevant sector experience
  • Able to manage internal customer relationships
  • Clean driving licence and own transport
  • Experience of implementing sustainable Procurement objectives
  • Requirement for UK wide travel
  • Manage tight timelines and challenging financial targets - under pressure
