Maintenance & Support Assurance Manager with an RAF background required by our Qatar based client BAE Systems Strategic Aerospace Services (BSL) to be responsible for Independent Assurance against the appropriate regulatory, statutory and business requirements.

The post will be established in the Qatar Project Team to develop and maintain the Qatar Business Management System and to establish and manage an On Base Audit Schedule compliant to the Continuing Airworthiness Regulatory Framework.

Key aspects of the role includes:

Performance indicators - Ensure the effective management of Maintenance and Support Assurance activities by setting delivery targets, monitoring progress and developing performance improvement programmes. Responsible for: management reviews; the assessment of escalated issues for impact on Continuing Airworthiness.

Responsible for reporting Quality and Safety Performance and providing independent assurance and reporting.

Completion of activities - Ensure all Maintenance and Support Assurance activities are appropriately documented and the appropriate airworthiness records are maintained on relevant systems. Lead the integration of Maintenance and Support Assurance activity.

Procedure/standards - Establish and maintain the Assurance Exposition. Manage the Maintenance and Support Assurance's compliance with the Assurance Exposition, its associated procedures and standards. Drive and implement change whilst ensuring compliance.

Safety Management System - Support the Safety Manager with the application of Human Factors, Error Management, Risk Management and Safety Assurance within Maintenance and Support Assurance, together with the proactive analysis, mitigation and management of Hazards.

Management System Assurance - Ensure all Maintenance and Support Assurance activities are compliant with the M&S Governance and Assurance framework and Continuing Airworthiness Regulatory Framework through the establishment and delivery of an Audit Plan. Ensure Process Confirmations and independent assurance audits are supported by Aircraft Maintenance and Support Assurance personnel. Manage audit findings and provide information into the relevant reviews. Generate, deliver and implement effective improvements to overcome any non-compliance.

Statutory / Regulatory & Legislative requirements - Able to demonstrate a detailed understanding and application of the relevant Continuing Airworthiness Regulatory framework, and ensure any Regulatory-driven changes are implemented. Lead Aircraft Maintenance and Support Assurance's compliance with all other requirements, e.g. ITAR, EaPW, ISO, etc.

Contractual Requirements - Ensure compliance with applicable contractual requirements, e.g. through support to contract reviews and the incorporation of required changes.

Core Activity

The post will be established in the Qatar Project Team to develop and maintain the Qatar Business Management System. The post will also be responsible for establishing and managing an On Base Audit Schedule compliant to the Continuing Airworthiness Regulatory Framework that will also include Product Audits.

The role will provide leadership in implementing embedded Independent Assurance management including the supply chain.

The role will ensure all assurance reporting is undertaken, highlighting any issues for escalation including the status of non-conformities to promote timely closure.

The role will ensure verification through the audit programme, that appropriate action has been taken with regard to identified hazard mitigation and safety recommendations.

The role will assure the maintenance of Assurance authorisations.

The role will provide as required assurance oversight to the Acceptance activities of the Support Deliverables.

Key Accountabilities

Has responsibility for the leadership of the Quality Assurance Team Leaders and a number of assurance auditors.

Act as the primary contact for Assurance and provide appropriate liaison to the customer and regulatory organisations.

Facilitate and manage the Quality Management Review.

Champion a positive Assurance culture and embed the widespread use of preventative action.

Maintenance of the Quality Plan in line with changing requirements.

Assure Certifying Staff are authorised, competent and current in accordance with organisational procedures.

If required, provide independent assurance to the Qatar Technical Institute (QTI) including verifying and assuring compliance to applicable Regulatory Frameworks.

Qualifications/Functional Knowledge

Recognised assurance/lead auditor qualification, complimented with vocational experience acceptable to the approving competent authority.

Experienced Team Leadership, Stakeholder Engagement, Management and Influencing.

Understanding of all regulatory codes, including their interaction and application.

Ability to maintain independence from maintenance management and operational processes.

Good understanding of the business areas, practices and policies and how they integrate.

Ability to support a continuous improvement culture underpinned by appropriate management reporting systems and escalation processes.

Experience in root cause analysis.

Ability to analyse & interpret data trends and understand the impact potential of cumulative risk.

Understanding and application of current IT systems used for assurance activities.

Maintenance and Training Regulation understanding.

Maintenance & Safety Business understanding.
