A leading client in the Rail Industry is recruiting for two Procurement Managers to work on a contract basis. Role will be initially home based but eventually moving to the client office in Manchester.

Key Activities

Ensure the successful delivery of procurement related tasks and activities required across the Clean Air Plan in accordance with internal processes and compliant with PCR 2015 Procurement Regulations

Working in a multi-disciplinary, multi-organisation team to deliver the necessary products and outputs

Undertake specific Procurement(s) and support on a major Competitive Dialogue Procurement

Ensure that senior managers are aware of issues which may derail the successful delivery of the procurements.

Personal specification

Experience of working on Competitive Dialogue Procurements or

Degree educated or MCIPS qualified

Extensive procurement experience within the public sector

Extensive experience of working on complex, time critical procurements

Embeds into existing teams quickly.

Passionate and driven

Ability to effectively prioritize workload to ensure challenging deadlines are met

Experience and comprehensive knowledge of EU Procurement Regs (PCR15) in terms of:

Full procurement lifecycle

Preparation of relevant documentation with stakeholders

Formulation of ITT and understanding of procurement process

Evaluation and compliance to Regulations

Supplier recommendation reporting

Risk analysis

Monitoring critical procurement path against live programme

In-depth understanding of contract law

Ability to work to accelerated deadlines and self-manage peaks and troughs of workload
