The requirements for the Highways Engineer are as follows. The agency should be instructed not to consider or put forward candidates that cannot meet the essential requirements of the following:

  • Significant and demonstrable knowledge and experience in one or more asset series within the Specification for Highways Works, and an understanding and appreciation for the importance of Specification in a Highways project. Essential
  • Significant and demonstrable experience working with British Standards relative to Highways Engineering. Essential
  • Good knowledge across all other asset series outside of the candidates specific knowledge area. Essential
  • Working knowledge of Traffic Engineering, particularly in London.
  • Good communication skills, both written and verbal. Essential


Provides highway engineering expertise and assurance for the Engineering Directorate. Supports and/or undertakes the technical delivery of highway engineering activities and technical services throughout all stages of asset life cycle; design, delivery, commissioning and operation. Applies knowledge and analysis to achieve resolution of complex problems, whilst taking into account risk, legal constraints and business costs/benefits. Ensures that highways assets are safe, fit for purpose, and cost efficient to operate and maintain.


As per the job description for Engineer (Band 3) related to Highway Engineering, and:

  • Educated to a HND standard or equivalent relevant experience
  • Good Knowledge of one or more of: DMRB, MCHW, TSRGD & Traffic Signs Manual, Highways Act 1980
  • Good knowledge of other national standards, specifications, and policies that govern Highway assets
  • Knowledge of bespoke TfL standards, specifications and policies relating to Highway assets
  • Knowledge of asset management and value engineering techniques
  • Awareness of the NEC form of contract and its various options.

- Ability to manage own time and resources to deliver results to time, cost and quality

- Ability to produce and/or interpret technical reports and documents

- Computer literate in MS Office and other specialist highway engineering software

  • Experience in delivering technical solutions to a project to meet challenging time, quality and costs requirements.
  • Experience of providing professional advice and assurance to clients/sponsors, asset owners and delivery functions.
  • Experience of assuring compliance of a technical asset.
  • Experience in reviewing and analysing technical documents and data, and producing technical reports
