Morson Talent are working in partnership with Rolls-Royce SMR to recruit a Head of Transformation and Operational Readiness who will manage the overall organisational development and readiness programme activities to enable RR SMR to be a capable high performing organisation for the different phases of the development programme through to fleet deployment.

The Company
Rolls-Royce SMR is a start-up joint special purpose vehicle (SPV) business, specifically created to design, construct and deliver a new fleet of Small Modular Reactors power plants that will be a critical and strategic player in the race to Net Zero carbon emissions globally. Spun out of Rolls-Royce with its pedigree in engineering excellence but also attracting world class inward investment this is an exciting new business with an optimistic opportunity to be a global player in the coming years.

The Post
This role, reporting to the Group Head of Programme Delivery, will develop, implement and lead Operational Readiness Programme activities for the RR SMR business. The Head of Operational and Programme Readiness will manage the overall organisational development and readiness programme activities to enable RR SMR to be a capable high performing organisation for the different phases of the development programme through to fleet deployment.

Working directly with a number of functional and project based teams, including Engineering, Supply Chain and Project Management Office as well as key support and enabling functions, the Head of Operational and Programme Readiness will lead the work to ensure the RR SMR organisation (and its supply chain) grows, develops and is ready for key milestones and hold points (commercial and regulatory).

Key Responsibilities
Operational Readiness Programme
Scope, develop and manage the overall organisational development and programme readiness activities to enable RR SMR to be a capable high performing organisation for the different phases of the development programme (design, procurement, factory development through to fleet deployment (manufacturing, assembly and commissioning).
Develop appropriate strategies for the development and delivery of the operational and programme readiness and organisational development scope.
Develop and implement the methodology for the planning, delivery and tracking of organisational capability development including definition of organisational maturity stages that align to the Target Operating Model.
Define a clear programme for organisational and operational readiness, including the definition of major timescales, budget, resources and key deliverables.
Work with the PMO to define the programme maturity steps/stages and how these will drive key readiness requirements.
Support functions to plan and develop their capabilities (people, process, systems, tools, infrastructure etc.) to meet the different stages of the programme.
Lead strategic programme initiatives / high impact teams to resolve specific programme or organisational challenges.
Support organisational change programmes and initiatives as required with best practice programme and change management methodologies.
Communicate the operational readiness strategy to the broader cross-functional and leadership teams to drive consensus while ensuring decisions are properly implemented.
Support the identification of organisational gaps, challenges and process pain-points and implement improvement plans.
Interface with the customer organisations as required to support RR SMR's input into their own operational readiness activities.
Coordinate with the RR SMR Procurement and Supply Chain Function on any supply chain development and readiness activities that need to interface wit RR SMR's own development and readiness.

Readiness Governance
Establish readiness and organisational maturity assessment criteria, processes and governance.
Manage Functional Readiness Reviews to support key milestones and hold points (regulatory or otherwise).
Ensuring appropriate governance functions for the programme are maintained in accordance with Target Operating Model.

Programme Delivery Management
Provide overall coordination, management and tracking of the operational readiness element of the programme.
Managing the creation and maintenance of the required programme documentation.
Coordinate and manage of delivery teams (including external suppliers), monitoring adequate resources available to deliver a flexible, competent, skilled and effective workforce at all times.
Managing the oversight of work execution, and tracking their progress compared with the performance measurement baseline.
Identify problems, predict roadblocks and obstacles, establishing meetings or integration points between teams.
Facilitate relationships between functional and project teams, move initiatives forward, find resources, raise concerns to appropriate owners early and resolve open issues that prevent progress
Manage and control budgets and manage expenditure within agreed spending plans.
Conduct regular progress reviews to support performance monitoring and improvements where required.
Monitoring and coordinating dependencies across the projects in the programme and resolve conflicts.
Lead risk and issue identification and mitigation planning at both work package and programme level.
Liaise closely with the commercial and risk functions to ensure an integrated approach to scope, cost, resource, and schedule control.
Provide overall programme level reporting.

Qualifications
Project Management or Business Degree Qualified.
Member of the Association of Project Management (APM) or similar.
Experience
Minimum 5 years of experience in a senior programme management role or similar along with extensive project management and coordination experience.
Experience of leading substantial teams and contracts on complex programmes (preferrable operating in highly regulated environments involving organisational change/transformation and readiness.
Experience of programmes for the creation of large scale manufacturing capabilities would be beneficial.
Understanding of organisational maturity stages.
Experience in the use of MSP methodologies.
Excellent leadership, communication and interpersonal skills including influencing at both executive and operational
