Our client is looking for a Cost Estimator for a potential opportunity in the South of France.
Candidates must have valid Security Clearnance for this position.
Scope of work
This service within the offers expert cost estimation services for priority cost estimates. The estimating service work is prioritised by the estimator staff, and their reporting line, to ensure work execution best fits within organizational demands.
The service is responsible for the production and validation of cost estimates
The service offers advice on request to in the preparation of cost estimates where the estimate is not within the scope of the estimating service.
The CAMs vary enormously in their understanding of the requirements of an estimate. Therefore, the ability to accommodate these variations, and deliver a suitable estimate while maintaining engagement with the CAMs, is essential.
The service is responsible for maintaining consistency between the Baseline cost estimate and the IO Scope/BoE Database through review of BCPs.
The quality of the Scope/BoE statements and other engineering provided information can be of insufficient quality for cost estimating purposes and in such cases the service supports the CAM in the needed improvement to the Scope/BoE documentation.
Finally the service must lead in the identification of cost saving opportunities against Baseline cost.
The tasks planned for the contractor are as follows:
Prepare cost estimates according to system design maturity following AACEI guidelines.
Review PCRs to determine if costs are impacted
Review and validate DA cost estimates related to PCRs with reasoning on any disagreement on cost that is substantial. This work not only requires validation of costs, but also requires that the scope of the change is fully and traceably identified in the estimate.
Where PCR cost estimates cannot be supported, engage with the PCR authors and engineering teams to improve, revise and refine the quality to an appropriate level.
*Review scope and BoE document for proposed changes to confirm that the scope boundary is clearly defined and consistent with that cost estimated.
Confirm Purchase Request (start of procurement process within IO) value for major IO Contracts essentially for, but not limited to, IO assembly and Installation work contracts.
Identification of cost saving or cost increases in the IO Baseline through the re-estimating of work where the quality of estimate is low in the Baseline, and through the identification of scope overlap between delivery and installation works.
Update the Scope/BoE database information as new cost estimates are prepared, and class of estimate improved. As scope is such an important input to an estimate, these updates should be taken as an opportunity to critically evaluate scope and improve and refine where required. Note: this data is used by the risk manager to calculate the project cost uncertainty.
Work with the Procurement and Contracts Division (PCD) to prepare detailed price breakdown for tendering purposes
Support PCD in analysing financial offers and preparing reports to support negotiations
The estimator will be encouraged to use Cleopatra where appropriate to the work being estimated. Cleopatra will in any case be the primary tool used for any cost estimates related to IO assembly and installation works. The cost for IO assembly and installation is already prepared. The work therefore focuses on any scope changes and allocation of work and cost to specific Contracts.
Required experience and competencies
The Contractor must provide the service via persons with:
Certification by AACE or ICEC or equivalent
Knowledge of P6 and SAP.
Understanding and experience of Baseline control and management
The Contractor will provide cost estimating services to IO Assembly and Installation contracts. For this element of service, the individual must be an experienced user of Cleopatra estimating database. Also, given the embedded knowledge of the existing Contractor of IO Assembly and Installation detailed work scope upon which the cost estimate is based, transitional arrangement for knowledge transfer must be explicitly described.
