Our client is seeking a Cost Engineer for an immediate start based in Barrow.

Accountabilties:

The Cost Engineer's key responsibilities include (but are not limited to):

Establish an effective Cost Management System with your key stakeholders
Produce accurate cost reports to include Forecast cost, Value of Work Done and Commitments against approved Budgets with an emphasis on Tier 0 and Tier 1 Contract spend
Support the annual GAP Terminals budget build
Draft Approval For Expenditure (AFE) Forms for approval by the business
Review all Requisition Requests issued by the business to ensure correct coding, relevant contingency and appropriate backup is included
Review and challenge vendor quotations
Ensure that key vendors provide regular monthly (or more frequently when appropriate) robust cost reports
Check that vendor invoices are complete, Contract compliant and coded correctly. Invoices should be reviewed in a timely manner so that payments are made within terms
Establish pro forma invoicing where appropriate
Provide Support to Contract Owners and Supply Chain Representatives with Supplier Performance Relationship Management (SPRM), Key Performance Indicators (KPIs), FPAL evaluations, cost benefit analysis, bid analysis, commercial negotiations, variations, invoice queries/disputes, PO Management, and vendor setup
Record accurate allocations of shared or common costs. Liaise with Finance to ensure accurate and consistent reporting
Maintain a robust savings and cost avoidance register
Assist in the maintenance and roll-out of cost management processes and procedures
Identify and propose to the business opportunities for cost efficiencies whilst maintaining safety and integrity
Lead/assist in the implementation of cost efficient (best value) measures
Champion compliance with supply chain and P2P processes
Attend and participate in all appropriate internal and supplier meetings in order to understand current and future operational requirements and be able to influence best practice in cost management
Deputise for the Cost Team Lead when required.

Skills Knowledge and Expertise:

Knowledge and Qualifications

A minimum 5 years in a cost engineer or similar role preferably with an Oil and Gas Operator.
Bachelor's Degree in Business Management or Quantity Surveying , or significantly relevant industry experience

Essential Skills

Excellent verbal and written communication skills
Excellent numerical and analytical skills
Must be highly competent using Microsoft Excel
Must be able to manage suppliers from a commercial and invoicing perspective

Desirable Skills

SAP experience
An understanding of Oil and Gas Contracts
Negotiation skills
