Job Description

Promote and develop a positive safety culture and provide engineering technical support and advice to the business. To support the Senior Compliance Advisor in both strategic and operational matters relating to health and safety planning as well as installation and commissioning of engineering systems and equipment. Ensure that all legal requirements are met in terms of Health, Safety and Compliance. Provide engineering technical support to customer and incorporate them into a schedule. Managing and coordinating sub-contractors across all disciplines. Supporting engineering design teams with product specifications, and participating in the training of personnel within the HMNB footprint. Liaising with MoD departments to provide guidance on up to date regulations on asbestos, legionella and on the various mechanical and electrical systems on the site.

Core Duties

  • Lead and facilitate R&D surveys of asbestos and water hygiene risk assessments, maintaining a climate of control where significant risks arise
  • Maintain records of water hygiene and aid in managing the LTPA contract for water hygiene
  • Appointment as Deputy RP Asbestos and Legionella to deputise for the Senior Compliance Advisor in his absence
  • Develop and maintain an up to date asbestos register
  • Manage statutory compliance engineers, water hygiene operatives, asbestos surveyors and licenced asbestos removal contractor's onsite (PNB and outstations)
  • Good presentation skills at a senior level
  • Perform weekly data migration of statutory inspections, across LEV's, pressure systems, PUWER and lifting equipment
  • Investigating and Risk categorising defects
  • Providing work orders with credible engineering information for repairs
  • Ensure all breaches in compliance are investigated
  • Co-ordinate with others to proactively resolve cross functional/directorate issues
  • Provide engineering and technical design advice to resolve product and engineering design issues
  • Working to ensure equipment meets industry compliance standards

Candidate Requirements

Industry Background / Previous Experience:

Essential

  • Fundamental knowledge of engineering processes i.e. pressure systems
  • Ability to apply this knowledge to varied circumstances in the discovery of asbestos containing materials
  • Extensive knowledge of Health and Safety Legislation
  • Support internal and third-party audits and generate action plans to achieve best practice in line with industry, HSE and BAE guidelines
  • Demonstrating commitment to SHE performance and improvement, actively engaging with peers at all levels to raise awareness of safe behaviours and attitudes, promoting a just culture
  • Champion an environment of continuous improvement, innovation and employee participation to ensure the timely implementation, monitoring and maintenance of lean and transformation initiatives

Desirable

  • Understanding of water hygiene management and its compliance with regulations
  • Understanding of CAR 2012 and its associated ACOP for the management of asbestos
  • Understanding of civil engineering to aid asbestos identification in buildings as well as the clean-up/removal and how it will affect the fabric, structure and design of a building
  • Regularly reviews SHE performance
  • Actively Coach and mentor junior engineers
  • In depth understanding of IFS/EBS to facilitate the efficient management of inspections/remedials and data/reports arising from them

Qualifications:

  • HNC in Engineering/civil background minimum
  • An environmental qualification e.g. CIEH, IEMA advantageous
  • Working knowledge of CDM 2015 and processes for the management of CDM 2015
  • Working knowledge of P405 - Management of Asbestos in Buildings (essential for appointment as deputy RP)
  • SMSTS or equivalent qualification advantageous
  • Hold/apply for EngTech working towards IEng is recommended Business Expertise (Requirements of the job for knowledge and expertise about the business rather than the technical expertise)
  • A sound understanding of BAE Systems SHE policy and JSP375
  • Understanding of Quality processes and the ability to navigate the BMS to monitor processes
  • BAE LCM process
  • Management of sub-contractors and the 4C's policy
