Commissioning Engineer, Contract , Plymouth

Due to the nature of the position SC Clearance is required

Role Outline/Responsibilities:

Accountabilities
To ensure the standards, procedures and work instructions underpinning commissioning are followed
* To ensure commissioning teams are appropriately organised and that key personnel are demonstrably competent to undertake their roles
* To ensure that commissioning activities follow the appropriate Project Delivery Map and, where variances are proposed in Project Quality documentation, to agree these
* To ensure that the commissioning of Safety Systems is fully signed off prior to Safety Systems being put into service
* To ensure commissioning records are maintained
* Consistently demonstrates positive behaviours in relation to Environment, Safety, Health, Security and Quality

Key Responsibilities
* To ensure understanding application of all responsibilities with regard to the Company's Environment, Health, Safety, Security and Quality Standards
* Visible commitment to safety improvement programmes
* Support and maintain a culture of zero accidents or incidents relating to occupational and personal safety, security, health issues and environmental matters
* Communicating to employees and contractors the importance of meeting customer, statuary, regulatory and internal requirements
* Supporting the company and project strategies, policies and management systems are communicated and understood
* Manage and deliver a commissioning capability for projects
* Construction Design Management (CDM) compliance
* Organise and lead the Test and Commissioning Panel
* Prepare the Commissioning Strategy and Commissioning Assessment documents
* Prepare a Commissioning Program that details the commissioning activities in a logical sequence
* Write the Commissioning Plan, to describe the commissioning organisation and testing including commissioning team organisation, commissioning procedures required, operator and maintainer staff training, and documentation requirements and all related testing, verification, acceptance and quality control procedures
* Write commissioning procedures or manage their content, production and approval
* Manage the commissioning through organisation of all meetings, tests, demonstrations, training events, and performance verifications described in the contract documents and approved commissioning procedures
* Accept the handover of the equipment from construction department
* Ensure commissioning procedures are followed and signed off with full and accurate records of the test results
* Agree the witnessing arrangements for the commissioning
* Ensure the Commissioning Manager is kept updated on commissioning progress and is aware of any matter that may cause a programme slippage so that this can be minimised
* Ensure the user has operating instructions, maintenance instructions and has been trained to operate/maintain the equipment
* Ensure reservation lists are raised and reservations are cleared
* Maintain the commissioning records and ensure the configuration control of procedures, manuals and drawings is maintained and all documentation is available for the handover files to the User
* Provide sufficient information to allow the Safety Reports to be compiled to allow commissioning to proceed to the next phase
* Provide commissioning support during the active commissioning / operational phase. This is to provide some continuity for the User after the project has been handed over after inactive commissioning. This ensures that any problems with the functionality of the equipment or supporting documentation are resolved


Qualifications , Skills and Experience

* UK Sole National
* SC clearance
* Relevant engineering qualification with demonstrable experience for the role
* Extensive knowledge and experience of commissioning mechanical & electrical services
* Good understanding of plant and process systems
* Nuclear plant experience preferable for work on nuclear installations.
* Extensive commissioning experience of major projects, ideally within a nuclear or highly regulated environment
* Process experience within the commissioning industry
* Must have relevant skills in the commissioning of mechanical and electrical commissioning services
Excellent interpersonal and IT skills
