Ged Mason OBE, Morson Group CEO, reacts to the breaking news that IR35 reforms in the private sector are to be delayed until April 2021. 

The Treasury’s decision to delay the introduction of IR35 reforms comes at a poignant time for UK industry and will see many businesses which rely on flexible talent and contractor populations take a sigh of relief.

Along with other industry leaders, we’ve been actively lobbying MPs and Government bodies to ensure the reforms don’t inhibit flexible working, which is a major contributor to the economy. This delay is therefore a sensible move and shows the Government’s backing for UK enterprise by taking the necessary steps to protect businesses and the contingent workforces that they are often so reliant on.  

As a strategic talent partner that operates as an extension of our clients’ operations, we’ve been heavily focused over the last 12 months on supporting our customers as they make the necessary preparations ahead of the April 6th 2020 deadline. This very same partnership-led approach will continue as we work together with our clients and candidates over the coming days, weeks and months as they restructure their IR35 plans, whilst remaining on-hand to support and guide other organisations who are unsure of the next steps and the impact that this decision – and the wider effect of COVID-19 – will have on the availability of talent.  

However, this is very much a delay and not a cancellation, with the IR35 reforms in the private sector still due to come into force April 2021. This 12-month extension will ensure that organisations now have a major head start on successfully meeting the new 2021 deadline.

Recruiting for a Signalling Project Engineer to join the team based in York. You will be working across a range of Signalling projects on the North and East Route. Looking for someone who has previous DPE experience and preferably from a Network Rail background. 12-month contract duration. Inside scope of IR35 paying £400-£500 per day. Senior Planner

Job Title: Signalling Senior Planner Location: Manchester Job Type: Contract The Role As a senior member of the planning function you will lead the project planning and control function on either a major project or be responsible for a number of smaller projects. You will be a key member of the project delivery team and support senior project and programme managers in the successful planning and control of project delivery. As a Senior Planner you will utilise your experience and expertise to support improvement activities and ensure best practice is identified and implemented. You will also help mentor and coach more junior planners within the planning team. Must have a minimum of 2 years Rail Signalling experience What are my responsibilities? Provide planning and controls leadership for the projects under your control Be the technical planning expert ensuring consistent application of standards and procedures, including templates and guidance and support to your programme/project team Develop and maintain plans in accordance with project management, planning procedures and processes. Work closely with project, commercial and finance managers and members of the wider project team to ensure project schedules are accurately developed, maintained, resource and cost loaded. Work closely with site and possession planners to ensure cohesion between these different activities and the main project schedule. Technical planning expert to advanced Primavera level with knowledge and use of other planning tool such as MS Project Self-motivated with sound interpersonal and communication skills, coupled with an assertive style of behaviour. Desirable Requirements: Technical/Engineering/Business background ideally with knowledge of railway signalling. Working knowledge and experience of project management methodologies, e.g. Prince 2. Experience of leading a planning team to deliver major infrastructure projects preferably in the rail industry.
